The practice of Civil Engineering in the Philippines is governed by Republic Act No. 544, as amended by Republic Act No. 1582. This law establishes the standards for the profession, ensuring that only qualified individuals can practice civil engineering to protect public safety and welfare.

The Board of Civil Engineering
The Board of Civil Engineering is the administrative body under the Professional Regulation Commission (PRC) responsible for the regulation and licensing of civil engineers.
Composition of the Board
The Board is composed of a Chairman and two members, all appointed by the President of the Philippines upon recommendation by the PRC.
Qualifications of Board Members:
- Must be a citizen and resident of the Philippines.
- At least 30 years of age and of good moral character.
- A registered Civil Engineer with a valid certificate of registration.
- A practitioner of civil engineering for at least 10 years.
- Not a member of the faculty of any school where civil engineering is taught.
Powers and Duties
- Administer Oaths: To administer oaths in connection with the administration of the Act.
- Issue Certificates: To issue, suspend, and revoke certificates of registration for the practice of civil engineering.
- Investigate Violations: To investigate such violations of the Act and the regulations.
- Inspect Schools: To inspect educational institutions offering civil engineering courses to ensure compliance with standards.

To become a licensed Civil Engineer, one must pass the licensure examination given by the Board.

Continuing Professional Development (CPD)
Republic Act No. 10912, otherwise known as the CPD Act of 2016, requires all professionals to undergo continuing education to renew their professional identification cards.
- Purpose: To ensure the continuous advancement of knowledge and skills of professionals.
- Credit Units: Professionals must earn a specific number of Credit Units (CUs) every renewal period (typically every 3 years).
- Providers: CPD programs are offered by accredited CPD providers.
Importance for Civil Engineers
Civil engineering is a rapidly evolving field. New materials, technologies, and codes (like the NSCP) are constantly introduced. CPD ensures that engineers remain competent and up-to-date with global standards.
Prohibited Acts
Under RA 544, the following acts are prohibited and punishable by law:
- Practicing civil engineering without a valid certificate of registration.
- Using the certificate or seal of another civil engineer.
- Giving false or forged evidence to the Board.
- Impersonating a registered civil engineer.
- Attempting to use a revoked or suspended certificate.
Violators can face fines, imprisonment, or both, depending on the court's decision.
